Information Operator Specialist part-time 3/1/2016 1/1/2020

ATE Management of Duluth, Inc., Managers for the Duluth Transit Authority is seeking a qualified individual for a part-time Information Specialist. This immediate position offers approximately 17-20 hrs/week with the possibility of more as an on call position and has future full time potential. This candidate should be a customer friendly individual to provide route and schedule information to the general public primarily from the new Duluth Transportation Center and also the DTA Operating Center. This position also sells and assists the public with all fare media. Daily auditing of receipts and sales requires accuracy with attention to financial data. Must be able to work weekends if needed. Administration Procurement Manager 4/22/2016 5/22/2016

JOB PURPOSE:      Procurement Manager has responsibility within delegated authority for procurement of goods and services on behalf of DTA, following established policies and procedures as well as Federal Transit Administration and State of Minnesota regulations.

DUTIES AND RESPONSIBILITIES:  Establishes RFB, RFQ and RFP standards and prepares procurement documents to publicly solicit bids and contracts for the purchase and/or lease of materials and services.  The Procurement Manager leads the review of proposals to determine the best offer.  The position is responsible for ensuring procurement records are maintained and organized and all procurements are fully documented from origination through completion of purchase and receipt of goods and/or services.

Other essential duties and responsibilities include, but are not limited to;

  1. Manages the procurement of all supplies, equipment and, services for the DTA in accordance with federal and state laws as well as DTA Procurement Policies.
  2. Makes recommendations on policies and procedures as needed to ensure the success and compliance of all procurement related activities.
  3. Provides procurement research, guidance, direction, and presents available procurement options to DTA staff. Incorporates the best practices and market research into procurements to ensure that the DTA obtains the best possible price.
  4. Identifies suppliers that satisfy the DTA’s contracting and purchasing requirements.
  5. Prepares solicitation documents and offers using various forms of advertisement.
  6. Prepares preliminary determination of responsiveness and responsibility including audit of various financial documents. Performs price/cost analysis and resolves discrepancies in material price, over/under shipments and erroneous freight charges with contractor personnel in accordance with solicitation requirements.
  7. Ensures guidelines and goals are followed regarding participation by disadvantage business enterprises (DBE). Assists Director of Finance in establishing DBE goals.
  1. Assures suppliers deliver materials and services in accordance with standards of price, time, quantity and quality agreed upon.
  2. Maintains communications with vendors and sources of supplies, advises management of market conditions affecting commodities purchased by the DTA, as well as opportunities for cost-saving purchases.
  3. Arranges for the disposal of surplus property.
  4. Maintains and edits standard forms used in the bid/RFP specifications.
  5. Receives, evaluates and forwards to Finance Director bid bonds as applicable.
  6. Coordinates and facilitates pre- and post-award conferences with interested contractors and DTA technical personnel. Administers pre and post award protests and prepares recommendations for concurrence with Director of Finance.
  7. Coordinates formal bids, including RFP’s, IFB’s, RFQ’s, etc. by reviewing specifications, schematics, etc. and maintain files.
  8. Reviews requisitions and purchase orders (PO’s) to ensure proper account coding, delineating capital or operating expenditures as well as grant shares. Monitors open PO’s and contracts for compliance with delivery schedules, performance and other terms. Closes out issued or delegated purchase orders and contracts.
  9. Prepares a variety of routine and complex reports to assist management in making procurement related decisions.
  10. Evaluate procurement processes and procedures and make recommendations to improve or efficiency and cost-effectiveness.
  11. Ensure compliance with FTA Third Party Contracting regulations.
  12. Ensure compliance with local and state bid laws and regulations.
  13. Ensures that DTA staff assigned as Project Managers are fully compliant with Procurement duties and policies.
  14. Attends meetings, conferences, seminars, training and other technical programs to stay abreast of changes in the procurement field and applicable regulations.
  1. Maintains high degree of integrity, avoids conflicts of interest and fully complies with DTA Code of Conduct Policy.

The performance of the major job functions for this position requires the incumbent to be present at their work setting.  Regular, dependable attendance is necessary for the performance of the job duties.

QUALIFICATIONS:

  1. Four-year degree in Accounting or Finance or related field.
  2. Minimum of two years’ experience in financial capacity.
  3. Possess strong working knowledge of procurement and contracting following state and Federal Government guidelines.
  4. Strong analytical and problem solving skills are necessary, in addition to being highly motivated and organized.
  5. Excellent oral and written communications skills plus proficiency with Microsoft Office Suite.

PHYSICAL REQUIRMENTS:

  1. Must be able to sit for an extended period of time.
  2. Must have manual dexterity to operate a computer and other office equipment.
  3. Must be able to pick up and carry 25 lbs.
  4. Must be able to drive an automobile.
